The Situation
220 South Union Street was put under contract by Carr Hospitality in April of 2011. The Hotel Indigo will open its doors for business on the site exactly six years later. In the intervening years the property was swept up in the rezoning for the Alexandria Waterfront Plan’s W-1 Zone, as the first project to move forward under a plan that had its genesis in the 1970’s and was only brought to fruition after surviving two challenges to the Virginia State Supreme Court. Both the project’s intended use as a hotel as well as massing and density (50 feet and a 3.0 FAR) were lightning rods during a public process that saw numerous redesigns of the hotel’s façade and programming before the current iteration was completed.

In addition to the number of procedural and legal challenges encountered, the project withstood a doubling of sewer tap fees in the City, a proffer of $10/FAR SF, freezing of GSA per diem –a critical driver of average room rates in the market, the discovery of the original warehouse from Alexandria’s earliest days as a port and even the unearthing of a revolutionary war era ship during excavation.

Case Study Solution
Set to open in April of this year, the boutique hotel will include 120 keys, a signature, water-view restaurant, 25% open space including outdoor dining and a LEED Silver accreditation. Designed by Rust-Orling Architecture and Dash Interior Design and operated under IHG’s boutique hotel brand Indigo, the hotel will seek to leverage its unique location and water views to compete with the top-rated hotels in Old Town.
