    In recognition of the need for greater diversity, equity and inclusion in all segments of the real estate industry and in response to the national racial equity dialogue and protests that took place last summer, ULI Philadelphia assembled a Diversity, Equity and Inclusion Advisory Group to advance a DE&I agenda in this region and beyond.  The Advisory Group created a Framework for Action which identifies initiatives that ULI Philadelphia will pursue as part of its work alongside its counterparts across the country.  An essential component of the Framework is having difficult conversations that reckon with our past, frame the issue within the present context and provide a path to the future that we want to create.
     
    How can we create and sustain change in an industry that employs millions of people, generates trillions of dollars in economic output and shapes our communities?  How can we take diversity, equity and inclusion from individual actions to demonstrations of organizational values?  How do we—can we—institutionalize inclusion?
     
    In the first in a series of events intended to create dialogue and compel action surrounding diversity, equity and inclusion, ULI Philadelphia welcomes Herman E. Bulls, Vice Chairman, Americas at JLL, to provide his unique perspective on diversity in board rooms, C-suites and throughout organizations.  In addition to being a highly accomplished industry veteran, Mr. Bulls is a recognized leader on DE&I issues, serves on several governing boards and advises numerous Fortune-100 companies. His military and entrepreneurial background and work in the non-profit, education and government sectors provide a comprehensive view of the topic as well as set of principles that professionals from any industry can look to for guidance.

    “Mitch” joined Jefferson from Kaiser Permanente Health Plan, where he served in various capacities for eight years, to include Executive Director, National Facilities Services Colorado and Mid-Atlantic States, and most recently, Vice President (Interim) Facilities Operations. Kaiser Permanente is an integrated managed care organization with more than 12 million members, 200,000 administrative employees, 18,000 physicians, 51,000 nurses, and $80 billion in annual revenues.



    For Jefferson, Mitch provides the leadership of facilities service delivery and public safety for a 15 million square foot portfolio comprised of 14 hospitals, a university with two main campuses, and research labs. He is charged with leading corporate transformation of real estate, facilities, and public safety and 400+ staff distributed across five divisions. He also develops creative and fiscally responsible plans for execution of Jefferson real estate and facilities strategies, to include sustainability, digital transformation within real estate and facilities, capital program delivery, and real estate portfolio management and to meet the growing needs of Jefferson.



    Raised in San Mateo, California, Mitch earned his Bachelor’s degree in Industrial Engineering from California Polytechnic State University-San Luis Obispo, and his Master’s in Civil Engineering, with a concentration in Construction Management, from the University of California at Berkeley. He has also completed executive management studies at both the Tuck School of Business, Dartmouth and the Harvard Business School. He completed a 25-year career as a U.S. Navy Civil Engineer Corps officer prior to transitioning to the healthcare industry delivering over $7B in facilities projects and services across the facilities spectrum to include planning, design, construction, real estate, operations, and maintenance. Mitch served in various challenging assignments to include Director, Maintenance, Transportation, and Utilities at the U.S. Naval Academy; Operations Officer for Naval Mobile Construction Battalion SEVENTY FOUR based in Gulfport, Mississippi; Navy Legislative Fellow to Senate Majority Leader Trent Lott; Executive Assistant to the Deputy Assistant Secretary of Navy, Installations and Facilities; and Commanding Officer, Naval Mobile Construction Battalion FORTY based in Port Hueneme, California and which deployed to New Orleans, Louisiana (Hurricane Katrina); Okinawa, Japan, and; Fallujah, Iraq.



    More recently, he was the Operations Officer for the Naval Facilities Engineering Command in Washington, D.C., Project Executive for the $1B expansion of the Walter Reed National Military Medical Center at Bethesda, Director Navy Energy Coordination Office and, Executive Director of Public Works Business Line for Navy Facilities Engineering Command. In this last role, Mitch and his team provided global facilities support and services for 80 global Navy and Marine Corps installations that included 31,000 buildings, 100 airfields, and 22 hospitals.



    Mitch is both a registered professional engineer in the Commonwealth of Virginia and Certified Energy Manager.

    Herman Bulls

    Herman Bulls is Vice Chairman, Americas, as well as an International Director and the founder of JLL’s highly acclaimed Public Institutions which specializes in delivering comprehensive real estate solutions to federal, state and local governments, nonprofit organizations and higher education institutions. As Vice Chairman, Mr. Bulls works with account teams for the firm’s largest public and corporate clients to devise and implement integrated real estate strategies to lower occupancy costs and increase productivity. During over 30 years at JLL, Mr. Bulls has worked in the areas of development, investment management, asset management, facilities operations and business development/retention. He provides thought leadership and strategic guidance within the firm and to senior level client executives on issues related to real estate occupancy, the environment, corporate governance and social trends. Mr. Bulls has served as an expert witness on real estate matters in court and testified before Congressional committees on real estate issues. Mr. Bulls co-founded and served as President and CEO of Bulls Capital Partners, a multi-family financing company, with partners including Fannie Mae, SunTrust and Goldman Sachs. Additionally, he founded Bulls Advisory Group, LCC, a management and real estate advisory firm. Prior to joining JLL, Mr. Bulls completed almost 12 years of active duty service with the United States Army. His last active duty assignments were working in the Office of the Assistant Secretary of the Army for Financial Management at the Pentagon and as an Assistant Professor of Economics and Finance at West Point. He has completed the Army’s Airborne, Ranger and Command and General Staff College courses and served overseas in the Republic of Korea. He retired as a Colonel in the U.S. Army Reserves in 2008 and received the Legion of Merit award. He serves on several public, private and not for profit boards including Comfort Systems, USA (NYSE:FIX), USAA, the American Red Cross National Board of Governors, Collegis Education, the Real Estate Advisory Committee for New York State Teachers’ Retirement System, the West Point Association of Graduates where he previously served as Vice Chairman, and the Military Bowl, a NCAA sanctioned football bowl game. Former corporate board service includes Tyco (NYSE), International, Exelis, (NYSE), Computer Sciences Corporation (NYSE) and Rasmussen College, Inc. Mr. Bulls received a BS degree in engineering from the United States Military Academy at West Point and an MBA in finance from Harvard Business School.
