    Speakers

    Hilary Jackler

    Partner, Vice Chair , Kutak Rock LLP

    Hilary serves as Vice Chair of Kutak Rock. Hilary advises federal agencies, state and local governments, and private entities on structuring, implementing, and financing public-private partnership (P3) projects, military base realignment and closure (BRAC) matters, and programmatic and regulatory development. Hilary has supported federal, state, and local governmental clients to solicit, negotiate, implement, and terminate more than 25 P3 projects. By assisting clients to navigate the BRAC processes and negotiate and implement economic development conveyances and public benefit conveyances, Hilary has assisted governors’ offices, mayors’ offices, and other local redevelopment authorities to enable the redevelopment of over 5,000 acres at closed military installations. On behalf of P3 and BRAC clients, Hilary has drafted RFPs, participated in selection processes, and negotiated leases, concession agreements, development agreements, and other transaction documents. Hilary has assisted governmental entities to create and implement a federal grant program, draft regulations and legislation, prepare policy reports, resolve disputes, negotiate settlements, and defend and prosecute litigation.

    Erin Talkington

    Managing Director, RCLCO

    Erin Talkington is a Managing Director based in RCLCO’s Washington, DC office and leads RCLCO’s sports and entertainment and large-scale mixed-use practice. She provides development advisory services including market and financial analysis, implementation strategy, and development partner selection for private landowners, sports teams, local governments, and real estate developers. Her clients span locations across the country, focused on urban reinvestment and suburban infill. Since joining the firm in 2010, Erin has engaged with a wide variety of clients in both the public and private sectors to provide market and economic analysis that guides development and planning decisions. Her experience includes highest and best use analysis for large mixed-use sites, downtown and corridor revitalization studies, and regional growth analysis. Applicable to projects of all types and scales, Erin’s strength is her ability to quickly synthesize the key market opportunities and strategic positioning for a particular site and communicate that vision to project team members, clients, and community stakeholders. Erin draws upon a broad background in planning and development. Prior to RCLCO, she gained project management experience for The Reinvestment Fund Development Partners and exposure to transportation planning at Kittelson & Associates. She holds a Bachelor of Arts in Architecture from the University of Pennsylvania. Erin is a member of the Urban Land Institute (ULI), part of the ULI Washington district council’s Advisory Board, and on the Technology and Real Estate national product council.

    Roberta Bosfield

    Linden Property Group

    Since joining Linden Property Group in January 2020, Bobby has managed the firm’s largest assets in the middle and southern Virginia markets, including Richmond, Newport News, and Virginia Beach. As Vice President, she focuses on building strong relationships with property partners to ensure best in-class management of all Linden properties. In addition, she is responsible for the planning and execution of capital improvement work for the company, over $15 million annually. Prior to Linden, Bobby worked at Clear Real Estate Services, where she managed the execution of $35 million in commercial projects in the region, including the Whitman Walker Health 14th Street project in Washington, D.C. She also worked at CSG Urban Partners, where she managed development efforts for large non-profit organizations, including the YMCA of Greater Washington, American Baptist Churches USA, and Mary’s Center. Currently, Bobby serves as Co-Chair of the ULI Washington Women’s Leadership Initiative (WLI) Steering Committee and is an active member of Real Estate Group in Washington, D.C. She holds a Ph.D. in Construction Management from Arizona State University and a BSB in Finance from the University of Minnesota. She lives in Washington, D.C.

    Katie Wiacek

    Managing Director, Hines-US

    Katie Wiacek joined Hines in 2008. She is a Managing Director responsible for management of The Parks at Walter Reed, a 66-acre, 3.1 million square foot redevelopment of the former Walter Reed Army Medical Center campus in Washington, DC. The mixed-use development includes multifamily rental and condo, townhouse, retail, office, hospitality, and recreational components. Katie has also been involved in the pursuit of new development business, development of the Association of American Medical Colleges Headquarters, asset management and leasing of several Hines office assets in the Washington, DC Area, and management of the Hines Core Fund and REIT global portfolio. Katie contributes within the industry by participating on the WLI Washington Steering Committee and formerly the Board of DCBIA. Outside of the real estate world, Katie enjoys running, playing intramural sports, book club, and keeping up with all of the new restaurants in DC.
