    Event Description:
Opportunity Zones made development headlines throughout 2018 as investors scrambled to understand the
complicated tax-benefit program, local officials contemplated community
impacts, and developers revised their financing strategies. Now with the first
round of guidance released in October, investment funds are forming and
developers are exploring the designated neighborhoods. However, there are still
questions on how to best use this tax-incentive vehicle, and planners wonder
whether the tax incentive will uplift and change the trajectory of under served
communities, or accelerate growth and reinforce existing development patterns.
Join ULI as investors, regulators and developers discuss how Opportunity Zones will
impact the built environment, economic decisions, and local communities.
    1. How has the arrival of OZ tax benefits impacted investment in those areas?
    2.  Is there an expectation of more changes moving forward?
    3. Have OZs changed the types of projects that are being planned for development?
    4.  Is there a certain type of project or investor profile that is an ideal fit for OZ funding?
    5. How have (or will) OZs change investor or developer behavior?
    6. Will new OZ developments bring additional economic opportunities and amenities to underserved neighborhoods?
