    Join ULI Washington for a panel discussion to hear how American Legion Post 139 (Virginia Square, Arlington) was redeveloped into a vibrant Affordable Housing Project. In 2016, American Legion Post 139 chose the Arlington Partnership for Affordable Housing (APAH) to redevelop their low-rise 1940’s commercial property into a unique property that combines a Legion Hall, recreation spaces, and 160 units of affordable housing ~ Terwilliger Place

     
    The panel will discuss the numerous challenges faced with this redevelopment project.  Post 139 was located on a 1.4-acre site, in Arlington, Va. (a very desirable location near Washington, DC), that was zoned for low-rise commercial.  It needed to be rezoned to hi-rise mixed use.  A second challenge was the affordable housing financing.  A complicated capital stack included equity from the Low Income Housing Tax Credit program, subordinated debt from Arlington County, proceeds from a capital campaign, and HUD funds (HOME and CDBG funding).  APAH brought experience and expertise to both of these aspects of the development process.

    Marquan Jackson

    Arlington Partnership for Affordable Housing

    Marquan Jackson is the Vice President of Resident Services at APAH. He assumed this position in January 2023, after joining the organization in 2021 as Director of Resident Services. Marquan oversees resident services for more than 4,600 families and individuals across APAH’s real estate portfolio, which consists of 20 rental communities located throughout the D.C. Metro region. Services focus on key pillars including health and wellness, children and youth, housing and financial stability, and seniors. APAH’s resident services program received the prestigious Certified Organization for Resident Engagement & Services (CORES) certification in 2022, under Marquan’s leadership. Since 2021, Marquan has attracted top talent to increase the size of the resident services team from 4 to 14, to meet resident needs within a growing real estate portfolio. During the COVID-19 pandemic, APAH prioritized housing stability, and its resident services connected more than 700 households with more than $8.6M in rent relief assistance. Prior Experience Marquan Jackson joined The Family Empowerment program at its inception in 2012. He successfully led initiatives and partnerships that helped residents achieve economic self-sufficiency, improved educational outcomes for children and promoted asset development through Individual Development Account and micro-loan programs. Before joining FEP, Marquan gained clinical and macro practice experience in juvenile justice, community mental health, schools and foster care. Marquan served as an executive board member for the United Way of Washtenaw County and board member of IHN Alpha House (Family Shelter). Marquan has been an adjunct professor at The University of Michigan School of Social Work, teaching both Social Work Research/ Evaluation and Social Welfare/Policy courses.     Mike Chiappa

    Director RE Development, Arlington Partnership for Affordable Housing

    Mike Chiappa has served as Senior Vice President of Real Estate at APAH since January 2023. Previously, he has held numerous roles at APAH including Vice President of Real Estate Development and Director of Real Estate Development. Mike oversees all aspects of APAH’s $720.5M real estate development portfolio, including acquisition, entitlement, financial underwriting, legal documentation, and construction management, in addition to asset management since September 2022. Mike joined APAH in August of 2013 and served as the project manager for APAH’s first 4%/9% hybrid tax credit project, Columbia Hills, a 229-unit development that was completed in August 2018. The project won several awards in 2019, including the ULI Washington Trends Award for Excellence in Affordable Housing and the Virginia Governor’s Housing Conference Award for Best Affordable Housing Development. Under his leadership, APAH has received prestigious awards for its outstanding contributions to affordable housing. APAH’s Gilliam Place was presented with the Virginia Governor’s Housing Conference Award for Best Affordable Housing Development, for a second consecutive year in 2020. In 2021, APAH was named Developer of the Year by HAND, the Housing Association of Nonprofit Developers. APAH’s Queens Court Apartments was a recipient of Urban Land Institute’s inaugural 2022 Terwilliger Center for Innovation in Attainable Housing award, joining developers that span from the United States to Canada. APAH’s Lucille and Bruce Terwilliger Place, the organization’s first project with a veteran preference, received the Virginia Governor’s Housing Conference Award for Best Affordable Housing Development, the same year. Mike has doubled the size of the real estate team since 2018, attracting top talent to fuel the organization’s growth. Education Masters in Business Administration, Tulane University B.A. in Mathematics, Harvard University Affiliations Leadership Fairfax Institute Board of Directors, Virginia Housing Alliance Prior Experience Prior to joining APAH, Mike worked for Berkeley Point Capital, where he underwrote multifamily properties across the eastern United States. Mike has 17 years of experience in investment management and financial modeling, including 12 years of real estate development experience focused on Historic and Low Income Housing Tax Credit projects. Mike is a native Spanish speaker and has lived with his husband in the region since 2005.

    Edmund Delany

    Capital Officer, Capital One Bank

    Ed Delany is a Senior Director and Senior Capital Officer for Capital One’s Community Finance Group. He is responsible for Capital One’s loan and investment originations in support of community development in the Mid-Atlantic region. He has experience in FHA, Freddie Mac, Fannie Mae and life insurance company loan originations, with a concentration in multifamily finance and the use of Low Income Housing Tax Credits, Historic Tax Credits and tax exempt bond financing vehicles. Ed has over 30 years of real estate banking experience. Before joining Capital One in 2010, he was Regional Manager for Union Bank of California’s Community Development Finance group and opened that bank’s first CDF office outside of California in 2005. Ed serves on the board of HAND (Housing Association of Nonprofit Developers). Ed also is a former President of the Board of Directors and current member of Board of Trustees of New Hope Housing and former board member of MAHC (Maryland Affordable Housing Coalition). He holds a BA in English Literature from the University of Dallas and has pursued post graduate studies in Real Estate Finance at George Washington University.

    Carmen Romero

    Chief Executive Officer, Arlington Partnership for Affordable Housing

    Carmen Romero became President and CEO at APAH in July 2021. Ms. Romero joined APAH in 2011 where she led the Real Estate Development team in creating and preserving more than 1,800 new affordable housing units in Arlington, Fairfax, Loudoun, and Montgomery counties. Today, APAH’s portfolio consists of 21 affordable apartment communities in four jurisdictions across the region, totaling 2,470 units. More than 4,500 individuals and families call an APAH apartment home. Under Ms. Romero’s leadership, APAH has delivered several innovative, award-winning affordable housing properties, including Queens Court, Gilliam Place, Columbia Hills, and The Springs. As CEO, Ms. Romero supervised two projects that delivered in 2022: Lucille & Bruce Terwilliger Place, a 160-unit affordable property born out of an innovative partnership with the American Legion Post 139, and a joint venture with E&G Group to develop APAH’s first property in Loudoun County, Loudoun View Senior Residences, which consists of 98 units of affordable senior housing. APAH has celebrated many real estate milestones in 2023 including progress towards closing on two large-scale projects: the 500+ unit Dominion Square project in Tysons Corner, Virginia, and Crystal House in Arlington, Virginia which will consist of at least 655 affordable units. Most recently, Ms. Romero oversaw the creation of APAH’s new strategic plan, which will guide the organization from 2023 to 2027, and is responsible for its implementation. She has increased the size of APAH’s Resident Services and Accounting teams to align with APAH’s real estate portfolio growth. Prior Experience Prior to joining APAH in 2011, Ms. Romero was a Director of Real Estate Development and public-private partnerships at Clark Construction. She began her career at Marriott International.     Stephen Saff

    Associate Designer, Davis Carter Scott, Ltd.

    Mr. Stephen Saff AIA, Senior Design Architect, brings over 36 years of experience to the Davis Carter Scott team. His portfolio of work includes projects in restoration to new designs for corporate, government / institutional, and multi-family projects. His roles for these projects included but were not limited to management and design of projects construction administration in both base building and interior architecture. A participant in numerous design competitions including the WWII Memorial, Viet Nam Memorial and the Pentagon Memorial, Mr. Saff's creativity has netted him the coveted GSA's Award of Design Excellence for his role in the Pittsburgh Post Office & Courthouse project. Additional design experience includes his contract with the Guggenheim Museum and renowned architects Rem Koolhass and Frank Gehry in New York City, as architectural design liaison during the placement of two museums at the Venetian Hotel in Las Vegas, Nevada. His responsibilities encompassed being the go between for the design process between the two coasts, the review of overall construction documents and shop drawings, while addressing all budgetary constraints, and overseeing value engineering and phasing issues during construction.
