Realizing a New Vision for Chinatown Park ('17)

MOAPIA asked ULI Washington and its Technical Assistance Panel program to make recommendations regarding revitalization of the Park, including strategies, policies, partnerships, cultural features, design, management, and the potential impacts of revitalization. Despite the fact that it is the only existing public open space in Chinatown, the Chinatown Park has been a passive public park and it is currently poorly maintained and underused by local residents and downtown office workers. The Park marks an important gateway to Chinatown from Massachusetts Avenue and from points north in the city, which makes it an essential location to preserve.

Washington and Old Dominion ('17)

The W&OD Park is a linear trail that runs from Shirlington in Arlington County, Virginia to Purcellville in Loudoun County, Virginia. The Park is approximately 45 miles long, and approximately two miles of the Park trail runs through the heart of Vienna. In developing a plan for the Park, the Town focused on the following issues: 1) opportunities for physical improvements, 2) constraints to making improvements, 3) use of the Park to promote economic development, and 4) parking as it relates to the trail and the industrial uses adjacent to the trail. This TAP provided recommendations prior to a full master plan of the Park to identify physical opportunities and constraints for the Town.

Identifying and Branding the Pike District ('16)

The stretch of Rockville Pike that comprises the Pike District study area presents a suburban—yet slowly urbanizing—environment that possesses the infrastructure and basic utilities in support of prime living, working, and leisure activities in Montgomery County. The anticipated levels of future development in the area will change this environment. The Panel’s task was to evaluate how these changes will create a more viable and unique place. As increasing density and diversity arrive on Rockville Pike, the Panel investigated the kinds of character-defining elements that would make Rockville Pike memorable.

The Future of Signage in the District of Columbia ('12)

At the time of this report, there was no citywide framework that guides the role of commercial and public signage in enhancing local culture, citywide identity, artistry, and the District’s brand. The DC Office of Planning (OP) engaged ULI Washington to conduct a Technical Assistance Panel that lays the foundation for a more strategic approach to decision-making about building wraps and other mega-signs, electronic signs, wayfinding signs and other forms of signage that have the potential to define and enliven D.C.’s unique districts and neighborhoods.

Workhouse Arts Center ('12)

The Workhouse Arts Center is a creative community and arts education center located on the grounds of the former D.C. Workhouse correctional facility in the Mount Vernon District of Fairfax County. The Workhouse Arts Center is operated by the Lorton Arts Foundation, Inc. (LAF), a non-profit corporation that leases the 53-acre site from Fairfax County and has complete responsibility for the renovation of the site’s historic buildings, the development and execution of programs, and the funding of both programs and facilities. The central “problem” for the Technical Assistance Panel related to the land use considerations that may constrain LAF’s ability to accomplish its mission.

Annapolis City Dock ('10)

The City of Annapolis draws thousands of visitors every year to explore its rich and vibrant history and architecture, and to its preeminent events such as the in-water boat shows held annually in October. The downtown, and especially the City Dock area, is a
very popular place for residents and tourists alike. However, there remains untapped potential in this capital city and the City of Annapolis government has embarked on a renewed effort to look at City Dock and make improvements to the way this vital space
functions. As part of this effort, the City partnered with the Urban Land Institute assemble a Technical Assistance Panel to examine the ways the City Dock area could be more successful.

Anacostia Gateway ('10)

The District Government’s Department of Housing and Community Development (DHCD) new headquarters is located on Anacostia’s main street, offering an opportunity to reinvest in a blighted area that acts as the entry point into an historic district. The City’s investment in the new office building has the potential to catalyze the revitalization of the Anacostia community through strategic investment at this intersection, as six parcels (identified below) were either owned by or in the process of being acquired by city agencies, including five by DHCD.
