The office of the Deputy Mayor for Planning and Economic Development (DMPED) is exploring temporary programing opportunities that could help activate the Walter Reed Site in the near-term. DMPED engaged ULI to conduct a Technical Assistance Panel looking specifically at interim and short-term uses for the Site, in an effort to lay a foundation for future conversations on this topic with the community, Army and development team. In developing the assignment for the TAP, DMPED strongly encouraged the Panel to integrate the project goals from the 2012 Reuse Plan into their evaluation and recommendations.

In July 2002, the Lorton correctional complex was transferred to Fairfax County for reuse and redevelopment. The site, now known as Laurel Hill, consists of 1,600 acres of park land, locations for a high school, middle school, and elementary school, and land designated for adaptive reuse. Community interest in the outcome of this property is high, and strong expectations exist for creating an asset that best integrates the historic assets of the site with community desires and market realities. A ULI Washington TAP examined the site’s possible uses and developed alternative concepts for land use which would be grounded in fiscal and market reality and complimentary to nearby uses.
